Casey Foundation, 2012). Teenage pregnancy is an issue for many and causes problems for students (University of Phoenix, 2005). The Virginia Beach school district offers programs for pregnant teens to help them become less â€Å"at risk†. Once the teens are in the situation of becoming pregnant, many believe they do not have a choice to continue their education.There are programs such as night classes and centers for pregnant teens available in Virginia Beach for these students. The centers offer free childcare while the parents are in class. This way they do not have to miss school because they have no one to watch the children. The night school has an advanced curriculum to help the students gradua te faster. Both programs are good for the teenage parents because it puts them together with others in the same situation. Not only does this put them in a setting with others that can understand what they are going through, it also puts them in an environment where they won’t feel judged by others.Teenage parents may often drop out due to self-esteem issues or lack of help from others. It is very important to both the parents and children that the teens receive a proper education. That is why the programs mentioned are beneficial. They help the teens get past the problems associated with teen pregnancy. They also offer special classes on parenting to help the teens ease into the role of parents. This way they can better handle the transition into parenthood and manage to stay on track. Another great thing about the programs is that they do not cost anything.Many teen parents do not have a lot of money; and any money they have probably goes to doctors and items for the babies /children. The centers and special schools do not charge for admission or childcare. With this burden lifted, teens may feel they do not have to quit school. Just having the childcare is a big plus. Some teens do not get help from others and could not afford an independent daycare. So having a way to have their children being taken care of in a trusted environment is a big deal. There are programs offered by the state that are beneficial to these students as well.Medical programs and supplemental needs programs are offered. The state makes sure the teens and their children have access to doctors, mental health services, family planning services, and drug abuse services (Council on Virginia's Future, 2012). There are also programs to make sure nutritional needs are met. This is beneficial to students because they can stay healthy and well-nourished enough to remain in school. They also make sure that teens have counseling so they are not overwhelmed by the idea of parenting and finis hing school.The programs offered for pregnant teens by Virginia as a state and the city of Virginia Beach are great programs. This is something I actually have personal experience with. I used the night classes to finish school. The night school gave me a chance to graduate. And since the classes did not take up my whole day, I was still able to care for my son. The school years were only as long as an average semester, so it did not take as long to finish school. This way I was able to start a full time job sooner and did not have to sacrifice my education. There is one problem I have found with teen pregnancy programs.The issue of teen pregnancy is something many would rather not mention. People are afraid of bringing attention to the issue or creating influence. Therefore, the programs are not well known. Many only know of them through having to thoroughly research or by hearing from counselors or even peers after they have had time to give up. If the programs were more widely kn own, the teens would have the advantage to decide to go before completely dropping out. Teen pregnancy does cause a lot of issues when it comes to education. With the help of the schools and centers offered by the city, educational goals can be met.Though it should not be encouraged, the students do not have to be so â€Å"at-risk†. Inmate classification, as soon as the person is convicted of a crime, he is sent to the level of a prison accordingly with respect to his crime. The nature of a crime determines the level of a prison, if a person committed a more violent crime; it is likely that he would be sent to a more secured level of a prison. There are four levels of prisons, minimum, medium, close and maximum. However, I would like to just discuss minimum and medium level. Minimum – Minimum security prison consists of dormitories that are not very secured, and are monitored by correctional officers regularly.As they used to hold people who committed a crime that wasn't as violent such as driving drunk or other crimes of such nature, there are no watch towers surrounding minimum security prisons, and they usually have a single fence perimeter. The movement of inmates isn't controlled, and they’re free to move within the prison without any problem. The inmates in minimum security prisoners are usua lly asked to do community based work such as road maintenance or working for a civilian employee etc.Medium – Medium security prisons are not as secured, but securer than minimum security prisons. They usually consist of dormitories that are capable of holding around forty-nine to fifty inmates. Unlike minimum security prisons, inmates are not allowed to move as freely, and are supervised almost all of the time. At night each dormitory is locked, and supervised by a correctional officer who monitors every movement. Medium security prisons are also covered by double fenced perimeters, and usually have watch towers, so that no one escapes.

Also, the theme revolves around family honour and standing up for your beliefs, which people can also still relate to today. At the time that the play was set, the society was known as a patriarchal society. This meant that men were more in charge and had a higher status than women. Young girls from well-to-do families were expected to be married at a very young age, and they had very little choice in the matter. In Act 1 Scene 2, Lord Capulet is presented as a fair, liberal and generous man. In the scene he is speaking to Paris, and Paris keeps asking for Juliets hand in marriage. However, Lord Capulet disagrees, which would be unusual in those days. She hath not seen the change of 14 years, Let 2 more summers wither in their pride, Ere we may think her ripe to be a bride Here he is saying that she is only thirteen years old, and that if Paris comes back for her hand in marriage in two years, only then will Lord Capulet agree or consider wedding them both. Lord Capulet uses poetic language in this scene to show that he is a bit of a hero. It makes him look sophisticated and well mannered; therefore the audience has a positive view of him. Lord Capulet talks about Juliet in a very optimistic way. He says, She is the hopeful lady of my earth. This demonstrates to the audience that he is respectful and that Juliet means a lot to him. Juliet is also his only child, meaning that she is very precious to him. He also uses metaphors, for example he describes some women as earth treading stars. This is an example of natural imagery, which shows that Lord Capulet is quite light hearted. Another idea of the fact that he is light-hearted would be that he uses puns. An example of this is when he says the word marrd. At that moment he is talking about Juliets marriage, therefore the audience know straight away that he is referring to the word married. In old English, marrd meant spoilt. In the time that the play was set, Lord Capulet actions would have been quite unusual, and suggest that he values Juliets happiness aswel as his desire to see her married. Throughout the scene, Shakespeare gives us a positive view of Lord Capulet. He shows us that Lord Capulet is understanding and very considerate for a parent in that society. Fathers were usually not this liberal in those days therefore the audience find Lord Capulets actions and choices rather unusual. A lot happens between Act 1 Scene 2 and Act 3 Scene 4. Romeo and Juliet have met and fallen in love. They have secretly married. The only people who know this are the Friar and the nurse. Romeo kills Tybalt because Tybalt killed Romeos best friend Mercutio. Romeo has been banished to Mantua. During Act 3 Scene 4, Paris and Lord Capulet meet up again to discuss the marriage of Paris and Juliet. Lord Capulet re-assures Paris that Juliet will get married to Paris. Lord Capulet has seems to have changed his mind about the marriage. Before, in Act 1 Scene 2, he was trying to put Paris off, whereas now he wants the wedding to take place. The reason I think he has changed his mind is because Tybalt has died and he is now thinking about his own death. If Juliet was to marry Paris, she would have the security and protection that she needs. The Capulets have lost a dear member of their family therefore Lord Capulet doesnt feel as strong or confident anymore. He is grief-stricken and wants some level of protection for Juliet. I think that Lord Capulet is not being reasonable because one minute he intends to let Juliet choose who she marries, whereas now he is planning her wedding without even informing her. Lord Capulet is not confident about Juliet agreeing to the marriage. .. Of my childs love: I think she will be ruled In all respects by me; nay, more, I doubt it not. Here Lord Capulet is saying that he thinks that Juliet will agree. But then he re-assures himself that she will definitely agree. This is also a use of dramatic irony because the audience knows that Juliet has already disobeyed her father and secretly got married to Romeo. In this scene, Lord Capulet speaks in a hesitant and jerky manner. We know this because he makes a lot of references to time. He also uses very short sentences which shows his mind is breaking down too because he is also no longer using poetic language. In Act 3 Scene 5, Romeo has spent the night with Juliet and shortly after, she finds out shes going to be married to Paris. Juliet is shocked and upset, and refuses to agree. However, when Lord Capulet enters he believes that Juliet is upset because of Tybalts death. We know this because he compares her tears to a sea of grief. For still thy eyes, which I may call the sea, Do ebb and flow with tears This extended metaphor suggests that Lord Capulet is back in control because he uses poetic language. When Lord Capulet enters Juliets room he is back in control. He speaks in iambic pentameter. This gives his speeches rhythm, control and pace. However, this rhythm will break down later in the scene. He seems to be in a good mood and tries to comfort her because he thinks she is upset because of Tybalts death. Juliet replies to her father in a respectful way. She speaks her mind but at the same time stays respectful. She tries her best to stand up for herself but at the same time knows her place as his daughter. Proud can I never be of what I hate, but thankful even for hate, that is meant love. This shows that she tries to explain her decision without revealing too much. However Lord Capulet dramatically changes and starts using some extremely abusive terms. He is now describing Juliet as a mistress minion and a baggage. This means that she is worthless and slave-like. The reason Lord Capulet responds like this is because he is astounded that Juliet is refusing to marry Paris. He enters the scene in a confident and happy mood, thinking that once he tells her about the marriage she will be happy. However this backfires because he finds out she is refusing and this makes him angry. He goes from being a poetic hero to someone who is quite insulting. He also tells Juliet he will drag her to the wedding even if she isnt ready. He says, or I will drag thee on a hurdle thither, out, you green-sickness carrion! He describes her as a green-sickness carrion which means she is a diseased, rotting piece of animal meat. In the earlier scenes he was using a lot of positive natural imagery, whereas now his speech has broken down and he is insulting his only child in a very bad way. His description of Juliet shows that he is very angry at her he has turned into a typical patriarchal father. In the scene, Lord Capulet has control over Juliets life because he is deciding her future for her. Juliet is different to other girls of her time because at first she did have the choice of marrying whoever she wanted to. Also, she is disobeying her fathers wishes, which would have been unusual because girls in those days didnt tend to argue with their parents decisions, and agreed with their wishes. In conclusion, Lord Capulet language, style and tone changes dramatically throughout the 3 scenes. The overall impression that we get of Lord Capulet is that he totally unfair. The fact that he is being considerate to her at the start makes his change more dramatic and shocking. Lord Capulet does want to see Juliet happy, but in the later scenes (act 3 scene 5), he is more demanding than he was before. In the time the play was set, the society was a patriarchal society. This could explain why Lord Capulet is forcing Juliet to get married. He is starting to think along the same lines as every other patriarchal father, whereas before he was putting his daughters feelings first. Juliet is shocked at her fathers behavior. She wasnt expecting him to force her to get married. This leads to Juliet going to see Friar Lawrence about the situation because she is already married to Romeo, and if she was to marry Paris, she would be committing bigamy. If Lord Capulet was to have been a bit more understanding then Juliet may have not gone to see the Friar. Shakespeare included these scenes into his play for many reasons. The scenes move the plot quickly to its tragic end. Juliet doesnt get a chance to make a choice about her life. This represents a massive economic impact for the government which will be affected by lower tax revenue and potential increase of unemployment. INTRODUCTION The Hebei province, well known as the biggest steel producer in China and the second worldwide, contributor of the 22.5 percent of the national steel output is facing a critical time. The reports demonstrate a fall of 0.6 percent from the total steel production in 2014 in comparison to the 2013 figures and China’s total production is expected to drop 1.07% to 814 million tonnes by 2015. (Stanway, 2015; the Australian, 2015). The main reason for this crisis is the reduction in demand for the Chinese market and the new environmental policies that restrict the operation of plants that exceed the new emission standards (Li 2013). This environmental issue has situated the province within the top 10 most contaminated cities in China and has been affected people’s health critically reducing life expectancy by five years (Cai P., 2015; Stanway, 2015). As a consequence, there is a strong social pressure that request fast solutions to a problem that seems not to have a sustainabl e solution in the short term. This article address the following issues: The economic impact of the reduction of steel production’s output in the province of Hebei and its repercussion on the steel and iron prices in the short and medium term. The impact of the new environmental policies that force the shutdown of steel’s factories that don’t meet the minimum emission standards. Reduction in the demand of steel, impact on the government revenue and increment in the unemployment rate. ECONOMIC THEORIES One of the most important parts of the article is the dynamic of the Chinese steel market and its influence in the iron global supply. In the last decade the Chinese demand and supply for steel have been growing consistently driven by the strong urbanization process (World Steel Association 2014). However, this figure is changing rapidly due to China’s growth slowdown and a shift towards an economic model orientated to consumption and less steel dependent. The performance indicators demonstrate that the Chinese steel markets not in shape (Serapio. 2014), face serious issues related to competitiveness, productivity, efficient logistics, infrastructure and technology. The chart below explains the relation between Supply and Demand during the last 7 years and the reduction in market growth as result of the deceleration. Figure 1 – Source: EYGM Limited. 2014. The effect of the reduction in steel demand has been reflected in lower steel prices as result of the existing excess of the capacity. The steel producers have no other option than become more competitive, orientating their efforts to improve productivity and reduce costs in order to maximize the profits. According Agrawal (EYGM Limited. 2014), this highly competitive scenario will lead to a flatter marginal cost curve along the productive sector, reducing the breach between the competitors. This means that any fluctuation in the market variables will affect most of the participants evenly. THE PARTICIPATION OF THE GOVERNMENT What is the position of the government? The Chinese government is facing two major issues. According Elliott (EYGM Limited. 2015), the two major contributor factors are the critical contamination levels in most of the major cities around the country as product of the poor regulation policy to the steel market and the socio economic pressure to maintain an industry that provides generous tax income and maintain low unemployment levels. As result of social pressure the government decided to apply new regulation policies with the aim to reduce the actual steel production capacity. The new industrial emission standards give the government the tools to shut down the plants that don’t meet the new environmental requirements (Jiabao, Li. 2013). The article mentions that the pollution reduction technologies are expensive and under the current steel prices and many of the current steel producers are not going to be able to afford the investment. This exemplifies a clear normative economic, where the government identify a problem and prescribe solutions based on facts. Un-employment is an additional impact that has to be managed by the government. According Cai’s article, â€Å"the new industrial policy could cost 200,000 direct jobs as well as another 400,000 indirect positions†. In the short term the chances of a rapid migration towards a cleaner and environmental friendly industry are almost impossible due to the economic situation that the China is facing at the moment.. Here is where the government must evaluate different tools like tax incentives in order to stimulate the migration to cleaner industries in the medium term. One fact that was not mentioned in the article is that the government possesses participation in some factories; these factories receive incentives that allow them to operate even in loss with the aim to maintain levels of employment. This creates a clear dead weight loss for the government (EYGM Limited. 2014). P1 is the original market price for the steel and Q1 is the original demand. Pc is the price that the consumer pays after the subsidy whilst Ps is the real price including the subsidy. Qs is the quantity of steel produced as result of the subsidy, this represent inefficient production. The area highlighted in red represents the deadweight loss to that the society pays as product of the government subsidy. CONCLUSION Cai’s article highlights the complex situation that the Chinese steel market is facing these days, as well as, the economic, environmental and social repercussion of its reduction capacity and the roll of the government in the market regulation. The article makes reference to production figures that can be easily tracked and verified in diverse economic reports. There are two points that the article doesn’t cover in deep. The subsidies of the government to some steel makers and how this affects the supply and the effect of the Iron Ore price fluctuations in the Chinese steel market. It’s clear that the social pressure is changing the traditional political Chinese scenario, characterized by their authoritarian decision making at the moment to approve and put in practice government interest policies. The demand for a better air quality reflects a new scenario where the politicians are willing to listen and negotiate. The short term solution of shutting down factories that don’t meet the environmental standards is only a policy that can alleviate the current contamination but does not provide a sustainable solution to the underlying problems: Maintain the competitiveness of Chinese market under optimal environmental standards. Reduce unemployment and also guarantee the resources that the country required to continue growing sustainably. The priority in a long term is to promote the development of more environmental friendly industries that can produce the high end products that China will require in the future. Does UK Public transport live up to expectations? Introduction Public transportation has always been a key issue to the government by trying to promote public transport more than using a car. Today public transport is pushed more to help reduce factors of pollution and congestion which seem to be growing all over the UK. Transportation needs vary greatly depending on peoples commuting needs and therefore trying to focus on transport as a whole over the UK is very difficult to research. I have used over 20 documents to help me research this statement. Literature Review Out of the documents that I was able to find the documents seemed to have very positive or negative opinions about public transport with only a few mixed opinions. The following facts were from mixed view documents. There were many documents which were about crime on public transport and around areas of public transport. The main issues were about train stations and buses where situations of theft were experienced on regular basis. Crime is a factor which is now being dealt with increasingly with investments going into cameras at train stations and increased security. Buses are also being equipped with cameras on board so that drivers can see the upper floor. These articles can be found in the appendix and are articles AP 1, 3, 4 and 5. Many articles were also mixed as they acknowledged improvements being made but were also negative as plans are always based on 5 to10 year developments and cost millions if not billions of pounds. This seems to make people loose faith in public transport as it is slow and costly. An example of this is the  £10bn investment into the London underground found in appendix. Many articles brought forward positive opinions of public transport these opinions and facts are as follows. There are new websites being created to help people plan their journeys by public transport. These sort of sites help people by telling someone which, buses and trains they may need and which ones. A site which I used is www.transportdirect.co.uk. A site like this gives people confidence as they know what forms of transport they may need and how long a journey may take. In appendix this site can be found as AP6. New investments are being made to link major cities. An example is Leeds and Sheffield being linked by one train route. This is designed to help reduce congestion on the M1 this can be seen in appendix AP7. This continues to worsen with claims that anti terror agents are spreading a stereotype that targets Muslims especially of Arab origin. The relationship that America has with the Middle Eastern countries has changed rapidly and is now characterized by mutual acrimony and suspicion.With the coming in of the newly elected president, Barrack Obama and with a promise of revamping Americas foreign policy is being viewed with a glimmer of hope and renewed ties with the Muslim world, indeed this is the message communicated to the world by the recent visit to Turkey. With the war on terror still on, a significant proportion of Americans believe that extending an olive branch towards the Muslim countries is the wrong approach, instead, they belief that he should carry on with Bush policies and eliminate terrorism through force.However, this paper maintains that to change the prevalent perception that the t hat the world has with the United States and also to erase suspicions over the blanket condemnation with Islam, America needs to re-initiate foreign ties and extend an olive branch to the Muslim world. The hostility characterizing the relationship between America and Muslim can be traced to the events of the September 11, 2001 attack. It is important to recognize that the 2001 terrorist attack was a big blow to the United States and hit at the core of its emotions and continues to evoke anger to date.With this being the worst atrocity ever meted out on Americans in their own soil, it was bound to evoke all manner of responses both from the public and the ruling elite. The fact that the attack was masterminded and executed by the al Qaeda, a, Muslim extremist group was possible to evoke anti Islam sentiments amongst the Americans. This ushered an era of suspicion and poor relations between Islam and America. This situation was ultimately compounded by the response and the policies of President Bush.Bush responded with a decisive precision that has become a characteristic of America’s response to perceived aggression from outside. His policies and approach to attack the core of terrorism was interpreted to mean that he was out to attack Muslims (Rabasa et al 43). It has to be pointed out that after the onset of the attack, many Muslim leaders came out publicly to condemn the attack, â€Å"many Muslim leaders abroad were as keen to distance themselves from the terrorism of September 11 as were Muslim leaders in the United States.† (Crockatt 74) With the exception of Iraq, majority of Islam states also condemned the attack. In his congressional address, Bush reiterated his stand on terrorism maintaining that he did not share in the perception that Islam was fuelling terrorism. However, the situation on the ground and indeed at the international politics coupled with the war against terrorism was different, the fateful events of the 9/11 created tensi ons not only in America but internationally, â€Å"Muslim feel that even though they had nothing to do with those involved with terrorism, they are being targeted and profiled by government agencies.† (Khan 57) Bush’s policies and actions did nothing to change this but on the contrary reinforced it, his clarions call of you are either with the terrorists or against us meant there was no middle ground and was lumping Muslims together with the terrorists.
